The Civil Service Bureau will longer operate as a legal entity of public law. This decision was made by the Government of Georgia in order to rationalize management and optimize expenses.
Notably, as a result of amendments to the Law on Public Service, the Civil Service Bureau LEPL has lost several functions, including control over the conscientiousness of declarations by public officials and ethics in public service, functions that have been transferred under the regulatory purview of the Anticorruption Bureau.
Presently, the functions of the Civil Service Bureau are basically limited to working on public administration reform-a task carried out in close coordination with the Government Administration’s relevant department-and publishing information on competitions for public service openings.
Consequently, given that the Civil Service Bureau has lost one-third of its initial functions, its operation as a LEPL is inadvisable. Thus, on the Government’s decision, the Civil Service Bureau will cease operating as a LEPL as of April 1, 2025. The functions remaining under its purview will be fulfilled by the relevant departments of the Government Administration.
