Government submits 2025-2027 Economic Reform Programme to European Commission

Government of Georgia had submitted its 2025-2027 Economic Reform Programme to the European Commission for the second time as a European Union membership candidate country.

“Submitted before the planned deadline based on a Government decree of January 15, the document is designed in accordance with the methodology approved by the Commission and serves as a medium-term framework outlining macroeconomic and fiscal parameters.

The document reflects progress made in response to recommendations provided to EU membership candidate countries and outlined in the joint conclusions adopted by the European Commission on May 14, 2024, following an assessment of Georgia’s previous submission, the 2024-2026 Economic Reform Programme.

The document is structured into 5 chapters. The first 4 chapters focus on a comprehensive description of macro-fiscal parameters and public finance management, while the 5th chapter addresses necessary structural reforms.

The analysis for the macro-fiscal section is rooted in the 2025 budget and main data directions for the periods of 2025-2028. Conversely, the structural reforms section aligns with goals set out in Vision 2030 and its corresponding annual action plans.

Georgia, as a candidate country for EU membership, had begun preparing economic reform programme at the end of 2023 after being granted candidate status”, - reads the statement of the Ministry of Finance.
