The facts of ill-treatment committed by law enforcement officers and, accordingly, the indicator of the initiation of an investigation, compared to 2021, was decreased by 29% in 2023, to which a significant contribution was made by the Prevention Council of Official Misconduct created under the initiative of the Special Investigation Service [SIS].

The SIS submitted the Annual Activities Report to the Parliament about the activities implemented by the service. The report highlights the role of the Prevention Council of some official misconduct and the achievements that reflect the results of the Council’s fruitful work.

The Prevention Council of some official misconduct was established in January 2023 and together with the SIS, it unites the Prosecutor’s Office of Georgia, the Ministry of Justice, the Ministry of Internal Affairs, the State Security Service.

The first meeting of the Council was held on June 21, 2023, and discussed important crime prevention issues related to the regulation of fire safety norms in penitentiary institutions, improving the suicide prevention program, establishing the duty of escorting employees in psychiatric institutions, approving the rule of unhindered entry into temporary detention centers, ensuring access to video footage, identifying police units based on increases and decreases in complaints and identified trends.

The Prevention Council also discussed the approach of the service to the interviewing of law enforcement officers in an active manner and their accountability. From March 1, 2022, to December 2023, 4,050 law enforcement officers were interviewed by the Special Investigation Service in connection with citizens" complaints and claims.

The work done by the Prevention Council of Official Misconduct and the member state authorities had a significant impact on the reduction of ill-treatment in the country. In 2021, 365 cases of ill-treatment committed by law enforcement officers were recorded, in 2022 there were 285 cases, and in 2023 only 257 cases were identified.

The SIS will actively try to fight against ill-treatment by crime prevention together with a prompt and effective response to the crime. And in this process, the Prevention Council of Official Misconduct should play a crucial role.
