Tbilisi City Hall initiates tightening sanctions on exceeding noise norms. The relevant statement made today the Mayor of the capital.
“As the tourist season gets active, you know how urgent the problem of exceeding the noise level in private or public premises becomes. According to the existing regulations, in some places and at some facilities, a certain noise level is allowed from 08:00 to 23:00, while from 23:00 to 08:00, making noise is either prohibited or only low noise levels are admissible. However, unfortunately, cafes, bars, restaurants, clubs, etc. in many cases do not comply with this law.
The permissible noise level at these facilities during any time of the day, be that morning, afternoon, evening or night, is equally limited to 50 decibels. At the government meeting a few weeks ago, I urged and asked all such facilities to comply with the noise standards established by the law, and instructed the head of the municipal inspection to strengthen control in this area.
The fact is that the sanctions imposed for exceeding the permissible noise standards are ineffective and fail to serve as a lever to influence the violator to refrain from repeated violations. In many cases, these facilities continue to ignore the law and the public interest.
Surely, we are by no means against businesses and do not interfere with their activities. Just on the contrary, you know our attitude and approaches towards this issue: we have implemented many support programs for them when they had hard times. I mean the two-year pandemic period. Of course, we will not back down in the future, but good things must not harm other things and human rights must be taken into account.
According to the draft law, in the first case of exceeding the permissible acoustic noise level shall entail a fine of 150 GEL for an individual, and 1500 GEL for a legal entity; in case of a repeated violation, a fine of 500 GEL shall be imposed on an individual, and 5000 GEL shall be imposed on a legal entity; for the third and all subsequent violations, an individual will be fined 1,000 GEL, and a legal entity - 10,000 GEL”, - said Kakha Kaladze.
