The Special Investigation Service became an official member of the Independent Police Complaints Authorities’ Network (IPCAN).
The international organization, located in Paris, the capital of France, was created in 2012 by the initiative of the French Defender of Human Rights (Défenseur des Droits) to enable bodies with similar or related functions jointly discuss issues of common interest, share best investigative practices and establish common standards.
The main goal of the organization is to strengthen member institutions through their coordinated actions, protect the fundamental rights of citizens and ensure the rule of law. The international organization has adopted recommendations for the member institutions on the rules for the implementation of police-related activities by law enforcement bodies and on guarantees for the protection of victims.
Independent authorities of 22 countries, including France, Norway, Belgium, Canada, Great Britain, Northern Ireland, Sweden and Spain are members of this international organization.
Within a year of its establishment, the Special Investigation Service fulfilled all the membership criteria and became an official member of the Independent Police Complaints Authorities’ Network.
Joining an international organization provides an important opportunity for the Special Investigation Service to establish direct communication with counterpart institutions from different countries of the world and to introduce specific challenges facing law enforcement agencies and their solutions. Also, through cooperation and experience sharing between countries, the Special Investigation Service will implement best practices compatible with international standards.
One of the priorities of the Special Investigation Service is to strengthen international cooperation. Along with being a member of the international network, the Service actively conducts meetings with representatives of the diplomatic corps of countries of similar independent investigation mechanisms for the establishment of future international tight cooperation.
