The Ukrainian Defense Minister posted on Twitter that, unfortunately for Russia, the Government is still in the country and continuing to work.

We know how sad its for Russia. I recommend every Russian soldier to follow a Russian ship before its too late. BTW, Ukraine will accept Russian capitulation with understanding”, - tweeted Oleksii Reznikov.
