Problem of homeless animals - the City Hall has already submitted the bill to the Parliament

Parliament is working on a new bill on the Welfare of Domestic Animals. Such a statement made today the Mayor of Tbilisi.

“This bill will regulate the following issues: uncontrolled breeding of animals; safety of population and animals; cruelty to animals and their fighting; preventing the spread of rabies and other animal-borne diseases; rules of animal care; activities of animal breeders and trade facilities. The bill provides a solid legal basis for effectively addressing the challenges associated with these issues in municipalities.

Reducing the number of homeless animals is possible only through the humane and only effective method proven in the world - sterilization/castration. The Animal Monitoring Agency is actively working in this direction. The agency sterilized up to 6000 animals last year, but a complex, centralized solution is needed. In addition, it is planned that the bill will regulate the breeding of animals and their breeding for commercial purposes with a special permit. In addition, as of today, there is no single database of animal records. The bill envisages the creation of a unified electronic system across the country, where all municipalities will gradually update the data. Through this mechanism, as a result of coordinated work of municipalities, it will be possible to effectively control the population of stray animals.

I would like to instruct Andria Basilaia to meet with specialists in this field in the coming days. Consider this bill with their involvement; to consider this bill with their involvement; to agree on what issues can be added. The problem is acute. There are cases when dogs are brought from regions and left on the territory of Tbilisi. Animal monitoring services alone can do nothing. Everything is regulated at the legislative level. I also instruct the Vice-Mayor, Irakli Khmaladze, to mobilize the relevant funds for the implementation of the program”, - said Kakha Kaladze.
