Volodymyr Zelensky has enacted a decision of the National Security and Defense Council (NSDC) “Regarding Ukraine’s actions in response to the Russian Federation"s attempt to annex the territories of our state, with the aim of guaranteeing the security of the Euro-Atlantic area, Ukraine and restoring its territorial integrity”.

“In accordance with Article 107 of the Constitution of Ukraine, to put into effect the decision of the National Security and Defense Council of Ukraine as of September 30, 2022 ‘Regarding Ukraine’s actions in response to the Russian Federation’s attempt to annex the territories of our state, with the aim of guaranteeing the security of the Euro-Atlantic area, Ukraine and restoring its territorial integrity”, - reads the document.

The NSDC decision envisages the impossibility of holding negotiations with President of Russia Vladimir Putin. It also provides for the approval of a joint appeal of the President of Ukraine, the Chairman of the Verkhovna Rada of Ukraine and the Prime Minister of Ukraine to the NATO.
