The relevant statement was made by United States President Joe Biden during his visit to Delaware.

Answering a question if this is a turning point in the war in Ukraine, Biden noted: “The question is unanswerable right now. It’s hard to tell. It’s clear the Ukrainians have made significant progress, but I think it’s going to be a long haul”.
