Parliament endorsing draft State Budget of Georgia for 2025

At a plenary session, the Parliament discussed the draft law on the State Budget of Georgia for 2025. The document was presented by Finance Minister Lasha Khutsishvili, along with accompanying materials.

The 2025 budget is based on the following macroeconomic parameters:

Real economic growth is projected at 6.0%, with a medium-term forecast of 5.2%.
The GDP deflator is projected at 3% and remains unchanged for subsequent years.
The average inflation rate is significantly below the target this year at 1.0%, and it is expected to stabilize within the target range (3%) in the medium term.

State budget allocations increase by 895.2 million GEL compared to the previous draft, totaling 27,941.7 million GEL.

Allocations for ministries:

Ministry of Internally Displaced Persons from the Occupied Territories, Labor, Health, and Social Affairs: 8,820.0 million GEL, an increase of 990.9 million GEL compared to 2024.
Ministry of Education, Science, and Youth: 3,085.0 million GEL, 577.0 million GEL more than in 2024.
Ministry of Culture: 297.6 million GEL.
Ministry of Sports: 298.4 million GEL.
Ministry of Regional Development and Infrastructure: 3,125.0 million GEL, including 2,405.8 million GEL in budgetary funds, 18.5 million GEL in grants, and 700.8 million GEL in loans.
Ministry of Environmental Protection and Agriculture: 808.1 million GEL.
Ministry of Economy and Sustainable Development: 947.0 million GEL, an increase of 146.0 million GEL compared to 2024.
Ministry of Finance: 121.0 million GEL.
Ministry of Justice: 442.0 million GEL.
Ministry of Foreign Affairs: 215.0 million GEL.
Ministry of Defense: 1,730.0 million GEL, an increase of 350.0 million GEL from the approved 2024 budget.
Ministry of Internal Affairs: 1,395.0 million GEL, an increase of 135.0 million GEL, which includes a 10% salary increase for police officers.

During the session, the Finance Minister answered MPs’ questions. Paata Kvizhinadze, Chair of the Budget and Finance Committee, noted that, as in 2024, high economic growth is expected in 2025.

“All macro-fiscal indicators of the budget are aligned with the best practices established under European and Georgian legislation”, - said Kvizhinadze.

The Parliament approved the draft State Budget of Georgia for 2025.
