A new temporary detention facility and facility for administrative prisoners opened in Tbilisi

Minister of Internal Affairs, Vakhtang Gomelauri opened a new temporary detention isolator in Tbilisi and facility for administrative prisoners.


Both buildings located in Avchala, fully comply with international standards. Each detainee will be provided with appropriate conditions, with the observance of minimum standards of living space, medical unites are fully operational and infrastructure of both buildings is suitable to address the needs of people with disabilities.


The facility for administrative detainees operates differently, compared to the temporary detention isolator. Individuals placed in the facility have the opportunity to be engaged in additional activities. A walking and exercise spaces have been arranged outside the building. Facility also provides library, as well as specially assigned space for watching TV shows and board games available for the administrative detainees.


The Minister visited the room of central command, enabling to conduct monitoring of video surveillance of all isolators across the country.


It is notable, that the new temporary detention isolator and the facility for administrative detainees are provided with the latest video surveillance equipment and systems.


New instruction for conducting monitoring in temporary detention isolators was also approved under the order of Vakhtang Gomelauri. In order to increase efficiency of the monitoring service, the document was elaborated with the involvement of local and foreign experts, within the framework of joint project with the Council of Europe.


During the construction of new buildings and the arrangement of infrastructure, recommendations of the European Committee for the Prevention of Torture as well as recommendations provided by the Public Defender have been fully considered.
